The General Product Safety Regulation (GPSR) is a part of the European Union’s (EU) product safety legal framework to ensure consumer products in the EU and Northern Ireland (NI) markets are safe. The GPSR took effect as of 13 December 2024, and puts in place specific requirements for sellers who sell into the EU and NI, regardless of the sellers’ location.
The GPSR only applies to listings created on or after 13 December 2024.
What is the GPSR and who does it apply to?
The General Product Safety Regulation (GPSR), effective 13 December 2024, aims to ensure that products in the European Union (EU) and Northern Ireland (NI) markets are safe, and establishes specific safety obligations. It replaces the General Product Safety Directive (GPSD).
If you sell to EU and NI buyers, regardless of your location, you may be required to comply with GPSR requirements. GPSR does not apply to sellers who do not sell to buyers in the EU and NI markets. The GPSR applies to new and secondhand products, as well as products that are repaired, reconditioned, or recycled (with some exceptions, including antiques).

What can sellers selling into the EU and NI do to comply with GPSR?
From your desktop or mobile web, go to your Profile to open your settings and update your bio under About Me to include:
- Information about economic operators (see below for examples),
- A list of your products’ manufacturers, including contact information, product safety warnings, and other product safety information, and
- Certification that you only offer products compliant with the GPSR
You may also choose to update your listing descriptions to include product safety information.

What is an economic operator?
An economic operator can be one of the following, if based in the EU:
- The manufacturer,
- An importer, if the manufacturer is not established in the EU or NI,
- An authorized representative mandated by the manufacturer, or
- A fulfillment service provider if the manufacturer, importer, and authorized representative aren’t based in the EU.
